The Boy Scouts of America maintained internal “ineligible volunteer” files, but their screening practices were inconsistent. And ultimately failed to prevent known abusers from re-entering programs.
One survivor, Ron Hunter, later described how his Scout leader abused him and trafficked him as a teenager. Despite warnings from onlookers, the absence of systematic screening and oversight let predators operate for years in full view.
At 13, Hunter joined his local Brooklyn troop, led by assistant scoutmaster Carlos Acevedo. Trusted by families, Acevedo targeted Hunter, exploiting his unstable home life and mother’s trust. Soon, Acevedo was not only abusing him, but trafficking him late at night in the streets of New York City .
For four years, Hunter lived a double life. By day, he was a Boy Scout in uniform. By night, he was forced into sex work under the street name “Angel”, while his scout leader stood nearby, pocketing the money.
“All because of the Boy Scouts,” Hunter says today.
This wasn’t an isolated predator slipping through cracks. It was a system where internal files (“perversion lists”) were kept secret and abusive leaders quietly moved instead of removed.
