In early 2026, a Palm Beach County, Florida elections office found itself in an uncomfortable spotlight. A poll worker named John Panicci was arrested for stealing election equipment from a training session, specifically, an encryption key that could raise serious questions about the integrity of an election. However, the county ran a background check on him and he passed. The check, run by the Florida Department of Law Enforcement (FDLE), didn’t notify them about his theft charges because it only reviews an individual’s criminal history from the previous 10 years.

How Did This Happen?

Panicci had theft charges in Martin County from more than two decades ago. So the background check came back clean, and he was hired for three separate elections – 2016, 2018, and 2024.  It wasn’t until surveillance footage caught him in the act that the office connected the dots.

The Supervisor of Elections, Wendy Sartory Link stated had they known about his prior record, they would never have hired him. Carl Cascio, chairman of the Palm Beach County Republican Party, said he found Panicci’s prior charges in about five minutes using a basic online court search

This Isn’t Just a Florida Problem

In Florida, there is no state standard for vetting poll workers, each county sets its own policy. Martin County Supervisor of Elections Vicki Davis confirmed the issue, noting that more comprehensive checks come with added cost, and many offices are already operating on tight budgets.
